Peter Edelman on Ending US Poverty & Why He Left Clinton Admin over Welfare Law. 1 of 2

DemocracyNow.org - Census data shows nearly one in two Americans live in poverty and now the Congressional Budget Office warns things could soon get worse if President Obama and Congress remain at an impasse over the 2013 fiscal budget. House Republicans are calling for cuts to food aid, healthcare and social services while protecting funds for the Pentagon. We discuss poverty with Peter Edelman, who resigned as assistant secretary at the Department of Health and Human Services over then-President Bill Clinton's signing of the 1996 welfare reform law that threw millions off the rolls. "Basically right now welfare is gone," Edelman says. "We have six million people in this country whose only income is food stamps -- that's an income at a third of the poverty line. ... Nineteen states serve less than 10 percent of their poor children. It's a terrible hole in the safety net. Welfare has basically disappeared in large parts of this country." Now a professor at Georgetown University Law Center, Edelman has written a new book, "So Rich, So Poor: Why It's So Hard to End Poverty in America." "I'm very much in support of Occupy," he adds. "The idea ... of the 1 percent and the 99 percent ... all fits together -- we really should be all one country." "No NATO, No War": US Veterans of Iraq and Afghanistan Return War Medals at NATO Summit

On Sunday, veterans of the Iraq and Afghanistan wars, as well as members of Afghans For Peace, led a peace march of thousands of people. Iraq Veterans Against the War held a ceremony where nearly 50 veterans discarded their war medals by hurling them down the street in the direction of the NATO summit. We hear the soldiers' voices as they return their medals one by one from the stage. "I am giving back my global war on terror service medal in solidarity with the people of Iraq and Afghanistan," said Jason Heard, a former combat medic who spent 10 years in the US Army. Senate Advances Expanded, "Orwellian" Government Surveillance With FISA Amendments, CISPA

DemocracyNow.org - The Senate is closer to renewing controversial measures that critics say would allow the emails and phone calls of US citizens to be monitored without a warrant. The Select Committee on Intelligence has voted to extend controversial amendments to the Foreign Intelligence Surveillance Act that were set to expire at the end of this year. We speak with Michelle Richardson of the American Civil Liberties Union, which has sued over the US government's surveillance practices, saying agencies would be able to tap their communications with clients and sources overseas. We're also joined by William Binney, who served in the National Security Agency for nearly 40 years, including a stint as technical director of its World Geopolitical and Military Analysis Reporting Group. Since retiring from the NSA in 2001, Binney has warned that the NSA's data-mining program has become so vast that it could "create an Orwellian state." "This is a continuation of the mindless legislation that our Congress has been putting out just to justify what they've been doing for a decade or more," Binney says. "Instead of living up to their oath of office [and] defend the Constitution, they've decided to violate the civil liberties and the rights of all US citizens." The Senate is also set to vote soon on the Cyber Intelligence Sharing and Protection Act — a bill opposed by many civil liberties and privacy groups. Maple Spring: Nearly 1000 Arrested As Mass Quebec Student Strike Passes 100th Day

DemocracyNow.org - More than 400000 filled the streets of Montreal this week as a protest over a 75 percent increase in tuition has grown into a full-blown political crisis. After three months of sustained protests and class boycotts that have come to be known around the world as the "Maple Spring," the dispute exploded when the Quebec government passed an emergency law known as Bill 78, which suspends the current academic term, requires demonstrators to inform police of any protest route involving 50 or more people, and threatens student associations with fines of up to $125000 if they disobey. The strike has received growing international attention as the standoff grows, striking a chord with young people across the globe amid growing discontent over austerity measures, bleak economies and crushing student debt. We're joined by Gabriel Nadeau-Dubois, spokesperson for CLASSE, the main coalition of student unions involved in the student strikes in Quebec; and Anna Kruzynski, assistant professor at the School of Community and Public Affairs at Concordia University in Montreal. She has been involved in the student strike as a member of the group, "Professors Against the Hike." Crony Capitalism: After Lobbying Against New Financial Laws, JPMorgan Loses $2B in Risky Bet

JPMorgan Chase, the nation's largest bank, is under fire after losing at least $2 billion in derivatives trading it was warned carried high risk. The loss has renewed calls for tougher regulation of Wall Street, with critics saying JPMorgan could have avoided it under regulations the bank opposed. We're joined by former financial regulator, white collar criminologist, and University of Missouri-Kansas City Professor William Black, author of "The Best Way to Rob a Bank is to Own One." Black says JPMorgan's latest woes stem from the flaws endemic to "too big too fail." "Allowing [banks] to be this big, even conservative economists call this 'crony capitalism,'" Black says. "The only way this can work is to shrink the systemically dangerous institutions -- the 20 largest banks in the United States -- down to the point that they no longer pose a systemic risk. [When] they are no longer too big to fail, they will no longer have this implicit federal subsidy that completely distorts competition [and] ... destroys democracy because these giant institutions have so much political power."
