All officials of the "Narak Palika" are upset to learn that their new ward officer has been allotted the seat because of a quota and is a man of inferior background. Mussadi Lal walks in to find peon Shukla and asks for his help for a missing file. Shukla twists around the conversation and finally asks him for a bribe.
