| In 2010 as a result of negotiations with Russian and international public organizations Lakhta Center Project was relocated from Okhta to a new site. This investor's decision was considered as a compromise by the Russian public. The concept of a modern CITY is in line with the strategy of the urban development till 2020. Lakhta Center Project is implemented on a man-made site, a reclaimed area on the coast of the Gulf of Finland. Previously there was a sand storage yard. The tower will not have any impact on the historic skyline of the city. The assessment was provided by the specialists of the Institute for Territorial Development and a Scientific and Research Center Master Plan of Saint Petersburg. Lakhta Center is 10km away from the historic part of Saint Petersburg. It is located outside the boundaries of urban development. It is the sole business district in Europe located far away from the center of the city. Three protected panoramas are within the radius of six kilometers from the future business district. Lakhta Center will not fall within any of them. The outline of the buildings does not stand out among the spires of the famous city's landmarks in the usual panorama of Saint Petersburg.
