This makes them more dangerous and more of a threat to the American people than any terrorist threat, group, or attack. They are sworn to uphold the law, yet when they break the law, such as beating some poor guy handcuffed and can't defend himself, they just get their hands slapped and told not to do it again or at least not to get caught.
