You can simply kill him to acquire the revolver but this does not always work . Because of Hanlon's bad ways you will not lose karma though you may lose enough reputation with the NCR to become shunned if you have not built any up before hand. Be warned however the other rangers will become hostile but if you simply wait on the balcony for around 20 seconds they will return to being friendly. - Can be obtained through the quest 'Return to Sender.' At the end, chose the option to turn Hanlon in. He will ask that you send an NCR Ranger to do the job, but as soon as you leave, he locks himself in.
