| Mussadi Lal is a cab driver and is making preparations to visit the RTO to get his taxi approved. He goes to Shukla, who is a mechanic and asks him to inspect his taxi and fix its defects before he takes it for inspection. On the contrary at the RTO, the inspectors discuss their plan to make money via the new policy of inspecting the old taxis on road. Bhatia, Pandeyji, Patel and Usha hire Shukla as their inside man to be the mechanic for the inspections. An optimistic Mussadi Lal reaches the RTO hoping to get the work soon as his papers are in order and his vehicle has been fixed.
