On the 10th of April 2010, the Polish military plane, Tu-154, was involved in a fatal crash in the city of Smolensk, Russia, killing all the crew and passengers aboard. The deaths included the Polish President and First Lady, the last Polish President in exile, the Chief of the General Staff, Commanders-in-Chief, the Chairman of the Polish National Bank, the President of the Institute of National Remembrance, as well as a number of MP's, senators and prominent figures of the Polish elite, among the 96 dead. This incident, which includes these prominent deaths, naturally calls for a complete and transparent investigation - the natural work of international aviation agencies with extensive experience is just such investigations. Yet, on the day of the crash, the Polish government decided to leave the investigation solely in Russian hands, without securing the rights to appeal to international organizations, aviation organizations, and relinquishing the right of an inspection, or any efficient supervision over examination procedures. The Tupolev Tu-154 is a three-engine medium-range narrow-body airliner designed in the mid 1960s and manufactured by Tupolev. As the mainstay 'workhorse' of Soviet and (subsequently) Russian airlines for several decades, it serviced over a sixth of the world's landmass and carried half of all passengers flown by Aeroflot and its subsidiaries (137.5 million/year or 243.8 billion passenger kilometers in 1990). A passenger jet heading to Moscow caught fire as it taxied down a snowy runway in central Russia and then exploded, killing three people and injuring 43 in the Saturday accident, officials said. The jet, a Tu-154 belonging to the regional Kogalymavia airline, was carrying 124 passengers out of Surgut. Most of the passengers and crew were evacuated before the plane's explosion, though people on board described a chaotic scene as the burning plane filled up with thick, black smoke and panicked passengers rushed through flames to escape. 10 people were seriously injured, including six who were badly burned and four who suffered broken bones or other trauma. Most of the other injured passengers sought treatment for poisoning after inhaling toxic fumes. All three engines on the Tu-154 are located in the back of the aircraft. The fire Saturday appeared to have started in the engine mounted over the rear of the plane.
