(con't) The guy at the news desk might have misunderstood a report saying that the collapse was imminent and thought that it had happened; a reporter in the field may have heard of the collapse of another building and thought that they were talking about building 7, etc. there are a slew of more reasonable explanations than "it was planned beforehand". Building 7's collapse was a forgone conclusion for a long time remember before it collapsed, if you remember, the reporter said "there has been talk of the building's collapse" Just because somebody called in and reported that the building collapsed doesn't mean that that person had prior knowledge of it, any number of things may have been the case.
