But not only, and some don't even contain HTML, they are just seen as HTML when viewed in our browsers and the source is revealed. There is a lot more going on behind the scenes. But, most of the time, they are HTML. Or a variant like html5. You are very right, and even things like PHP, ASP, etc. need HTML to show some or even all of their content. But, not all content is shown as is on a webpage. It is just reformatted, represented more simply to the user.
