Its all about moral and ethical values if luffy doesnt kill its enemies ironically the enemies he has fought in the past turn into ''good villains'' like Crocodile helped luffy in Impel Down same with Baggy. The fans doesnt want Crocodile, Enel and Lucci to be leftovers from the anime that's why they have ''Mini Adventures'' i think its a matter of who will be the strongest enemy for luffy in the future if they ever meet again. like Ener will be in the New World, its just to spice the anime more

Anyway, how well did that work out, crocodile is competitive for one piece, lucci is on his own now and doing what he truely wants as it wasn't really his deal to catch robin, and enel is on the moon =w= He's on the moon with aliens, partying Yep, enel is so pained by all that. According from what i've learned from Oda ( the creator of One Piece ) Luffy ( the main character ) he feels that killing the bad guys would be a bit too light, since he considers that they spare the lives to see their dreams shattered would be a more appropriate of a punishment, death is nothing compared to having its dreams torn apart in One Piece.
