The most common hwacha arrow was an anti-personel piece with a forward discharge "charge" that would explode *into* the target, sometimes acting as an incendiary, but more often, blasting into the target. Some larger variants did in fact explode with shrapnel, but were less successful than those with a focused forward blast. Concentrating damage into penetration depth would've been more effective on ships and personel.
