Those rusted Diesel-engine train cars are made by Latvian Soviet Socialist Republic train car and tram manifacturer called RVR (Rīgas Vagonu Rūpnīca). We still use and modernize them in Latvia, but some are old and outdated and we have to scrapp them :(
