While the City leader(s) stuck their head in the sand hoping that the State Supreme Court would not uphold the elimination of redevelopment agencies, no plan or sense of urgency set in for the eventual loss of funds. Instead of planning for the 200-400 layoffs, it makes a whole lot more sense to send layoff notices to 2000-2500 employees so they can figure out the seniority and bumping of positions. Someone will get thrown under the bus.
