The point of the repeating was to build up the joke for the audience. Maybe they didn't use subtitles because the director didn't think it was necessary, or because it's just sketch comedy so they didn't think to add an extra frill to this one sketch out of many. Still funny though, after so many years!

the white translator wasnt translating at all haha. he was just repeating. Wonder why that was? maybe a good joke flew past me, but shouldnt he have spoken in Japanese to the dude with subtitles that read 'boil your head" on the last comment?
